A debt collector or solicitor has written about PPL PRS. What now?

A collection letter is serious, but it isn't a court judgment. Here's how to respond so the facts are on record and nothing escalates by accident.

A debt collection or solicitor's letter about a PPL PRS account means an invoice is treated as overdue and has been referred on. It is not a court judgment, and it doesn't mean anyone can take goods. It does mean you should reply, in writing, soon. If you dispute the amount, say so, ask for a breakdown and ask for the account to be put on hold while it's checked. If you've received court papers rather than letters, get legal advice straight away.

Why it's happened#

PPL PRS's code of conduct says that if payments become overdue it will try to contact you by post, email or phone and, if appropriate, may refer the account to a debt collection agency or terminate your licence. Many of the businesses who write about this online say the first they knew was the collection letter: the invoice went to an old address, a previous owner, or an inbox nobody checks. That's worth saying in your reply if it's what happened.

Check it's genuine#

Most are, but it's sensible to check. Look up the firm named on the letter independently, for example a solicitors' firm such as Pannone Corporate, and contact it using the details on its own website rather than a number on the letter. You can also contact PPL PRS through its official contact page and ask whether your account has been referred, and to whom. Don't pay by bank transfer to details you can't verify.

What to send, and to whom#

  • To the collector: that you dispute the amount (or part of it) and why, that you've raised it with PPL PRS, and a request to hold the account and send a breakdown of the invoices and periods it covers. Ask for written communication.
  • To PPL PRS: the invoice query itself, with your evidence. The collector usually can't decide the underlying dispute, so the correction has to come from PPL PRS.
  • If part of the amount is genuinely owed, say so and ask how to pay that part. It shows good faith and narrows the dispute.

There's a ready-made "Reply to a debt collection letter" on our help page, and a "Please explain this charge" letter for PPL PRS itself.

If the dispute goes nowhere#

PPL PRS has a formal complaints procedure: acknowledgement within two working days, a substantive response within 20 working days, then internal escalation. After that, the Dispute Resolution Ombudsman can review certain service complaints, such as invoice accuracy, but not the pricing of the tariffs themselves.

When you need a solicitor#

If you receive a court claim form, not just a letter, get legal advice immediately. Court forms have strict time limits, and missing one can lead to a judgment against you by default. A county court judgment can only come from a court claim, never from a letter on its own. MLC isn't a law firm and can't represent you in court, but we can help you understand the invoice underneath, which is often what the dispute actually turns on.

Want a calm second pair of eyes?#

Tell us what happened, including the date on the letter and any deadline. A real person replies within 72 hours, and if your deadline is in the next three working days we'll look at yours first. MLC is independent and is not affiliated with PPL PRS, PPL or PRS for Music.

Common questions

Can PPL PRS send debt collectors?
Yes. PPL PRS's code of conduct says that if payments become overdue it may refer the account to a debt collection agency, or terminate the licence. A collection letter isn't a court judgment.
Can I get a CCJ from a PPL PRS debt letter?
Not from a letter alone. A county court judgment can only follow a court claim. If you receive a court claim form, get legal advice straight away because the response deadlines are strict.
Should I pay a debt collector if I think the invoice is wrong?
Don't ignore it, and don't pay money you've shown isn't owed without checking. Write to say you dispute the amount and why, ask for a breakdown and a hold, and raise the invoice query with PPL PRS itself. Pay any part you agree is due.
Is a Pannone letter about PPL PRS genuine?
Businesses do report receiving letters from debt recovery firms and solicitors about PPL PRS accounts. Check any letter by contacting the firm using details from its own website, or ask PPL PRS whether your account has been referred and to whom.
